地域の助け合いは続いていた。
私は、友人から紹介されて民生委員になりました。
民生委員制度は、1917年に岡山県から生まれたそうです。１００年以上も前に始まっていました。
民生委員は、鎌ヶ谷市に２００人ぐらいの人がいます。
民生委員は、７０歳以上の高齢者約２５０人くらいの地区を担当します。
民生委員の仕事は、そこに住む人たちの抱える問題を市役所の福祉サービスに仲介をすることです。
彼らは、ボランティアですが、厚生労働省から、年間７万円ぐらいが支給されるそうです。ボランティアといっても、通信費、交通費等の費用の名目で支払われます。
私は、民生委員になって初めてこんなにたくさんの人がいることを知りました。
鎌ヶ谷市の福祉増進のために鎌ヶ谷市社会福祉協議会が設けられています。これは、市役所の下請け会社のようなものです。全国どこでもこのような制度になっているようです。
社会福祉協議会は、各種の福祉関係の団体をまとめています。
社会福祉協議会は、色々の団体を協力させ、鎌ヶ谷市の福祉を増進しようとしています。
ということで、私は、７月９日、「社会を明るくする運動」 というイベントに参加しました。
これは、保護司のイベントでした。
私は、この活動が７４年間ずっと続いていたということに驚きました。
この活動は、法務省が主催しています。戦後、戦争孤児たちの犯罪をなくそうとするボランティア活動から始まりました。彼らは、犯罪を犯した人間を更生させることが仕事です。
先日は、滋賀県の保護司が預かっていた少年に殺されるという事件がありました。
保護司は、殺されるかもしれない危険な仕事です。しかし、こんな事件があっても保護司の活動は続くと思います。社会の中には、助け合いの精神を持った立派な人がいますから。
私は、このように地域の中に助け合いの精神をもった人がいて、その活動が長く続いている事に驚きました。
そしてありがたく感じました。

The welfare commissioner system was created in Okayama Prefecture in 1917. It began over 100 years ago.
There are about 200 welfare commissioners in Kamagaya City.
The welfare commissioner is responsible for an area with about 250 elderly people over 70 years old.
The welfare commissioner’s job is to mediate the problems of the residents to the city hall’s welfare services.
They are volunteers, but they are paid about 70,000 yen a year by the Ministry of Health, Labor and Welfare. Even though they are volunteers, they are paid in the form of communication fees, transportation fees, etc.
It was only after I became a welfare commissioner that I realized there were so many welfare commissioners.
The Kamagaya City Social Welfare Council was established to promote welfare in Kamagaya City. It is like a subcontractor for the city hall. It seems that this system is used all over the country.
The social welfare council brings together various welfare-related organizations.
The Social Welfare Council is trying to improve the welfare of Kamagaya City by cooperating with various organizations.
So, on July 9th, I participated in an event called “Brighten Society Campaign, Shakai wo Akarukusuru Undo.”
This was an event for probation officers, Hogoshi.
I was surprised that this activity has been going on for 74 years.
This activity is sponsored by the Ministry of Justice. It started as a volunteer activity to eliminate crime among war orphans after the war. Their job is to rehabilitate people who have committed crimes.
The other day, there was an incident in which a probation officer in Shiga Prefecture was killed by a boy in his care.
Probation officers have a dangerous job where they may be killed. However, even if such an incident occurs, I think the probation officers’ activities will continue. Because there are good people in society who have the spirit of helping each other.
I was surprised that there are people in the community who have the spirit of helping each other and that their activities have continued for so long.
And I felt grateful.
